Surplus ఎలా నిర్ణయిస్తారు?

20-06-2026 UDISE Enrollment ఆధారంగా పోస్టుల అవసరాన్ని లెక్కిస్తారు.

అవసరానికి మించి ఉన్న ఉపాధ్యాయులను Surplus‌గా గుర్తిస్తారు. 

ముందుగా ఎక్కడ అడ్జస్ట్ చేస్తారు?

అదే మండలంలో (Within Mandal)

అక్కడ అవకాశం లేకపోతే అదే డివిజన్‌లో

అవసరమైతే జిల్లా లోని ఇతర డివిజన్‌లకు పంపవచ్చు.

Surplus టీచర్‌ను ఎలా ఎంపిక చేస్తారు?

అదే కేడర్‌లో Junior-most (కేడర్ సీనియారిటీ ప్రకారం చివరివారు) ముందుగా surplus‌గా పరిగణిస్తారు.

అయితే Senior టీచర్ స్వచ్ఛందంగా వెళ్తానంటే వారి అభ్యర్థనను పరిగణలోకి తీసుకోవచ్చు. 

ఎవరికి మినహాయింపు?

క్రింది వారికి Work Adjustment నుంచి మినహాయింపు:

30-04-2027 లోపు పదవీ విరమణ చేసే వారు

70% పైగా Orthopedic లేదా Visually Handicapped

Widow మరియు కొన్ని తీవ్రమైన వైద్య/ప్రత్యేక కేటగిరీలు (డివిజన్ స్థాయిలో మినహాయింపు).

కౌన్సెలింగ్ ఎలా ఉంటుంది?

ముందుగా మండల స్థాయి కౌన్సెలింగ్.

మిగిలిన surplus ఉంటే డివిజన్ స్థాయి కౌన్సెలింగ్.

ఇంకా అవసరం ఉంటే జిల్లా స్థాయిలో ఇతర డివిజన్‌ల నుంచి సర్దుబాటు చేస్తారు. 

ఆర్డర్లు ఎలా ఇస్తారు?

చివరగా DEO గారు LEAP App ద్వారా Work Adjustment Orders జారీ చేస్తారు. 

ముఖ్యమైన విషయం

ఇది తాత్కాలిక Work Adjustment మాత్రమే.

Regular Transfers లేదా Promotions కావు.

అవసరం పూర్తయ్యాక మిగిలిన surplus ఉపాధ్యాయులను వారి అసలు పాఠశాలలకు తిరిగి పంపే అవకాశం ఉందని ఉత్తర్వుల్లో పేర్కొన్నారు.

AP Teachers Work Adjustment Guidelines & Schedule 2026-27

Subject: Work Adjustment of Teachers (SAs)/SGTs in needy schools under all managements (Govt/ZPP/MPP/Municipal) for the Academic Year 2026-27.

The Director of School Education, Andhra Pradesh has issued comprehensive guidelines for the work adjustment of surplus teachers to needy schools. Due to variations in student enrolment and because general transfers have not been undertaken this academic year, it is necessary to adjust surplus teachers to maintain the Pupil-Teacher Ratio (PTR) prescribed under the RTE Act, 2009.

📅 Important Schedule & Deadlines

• Cut-off Date for UDISE Enrolment Data: 20.06.2026
• Final Deadline: The entire process must be completed on or before 30.06.2026.
• Monthly Updates: After the initial process, surplus adjustments for emerging deficits will be made on a monthly basis.

🛠️ Guidelines for Identifying Surplus Teachers

• The junior-most teacher in terms of cadre seniority shall be identified as surplus.
• If a senior teacher is willing to undergo work adjustment in place of a surplus teacher, their request will be considered.
• For teachers of the same category within the same DSC, merit shall be considered for seniority.
• First preference for allocation goes to schools with no subject teacher or secondary grade teacher.
• Avoid deputing surplus teachers from upland/agency areas to plain areas.

🚫 Exemptions from Work Adjustment

The following categories of teachers are excluded from the work adjustment process:

• Teachers retiring on or before April 31st, 2027.
• Teachers with 70% and above Orthopedically Handicapped (OH) and Visually Handicapped (VH).
• Widows and teachers undergoing treatment for severe conditions like cancer, open heart surgery, organ transplantation, neurosurgery, bone TB, kidney transplantation/dialysis, and spinal surgery.
• Applicants with mentally challenged children, or children suffering from Juvenile Diabetes, Thalassemia, Hemophilia, Muscular Dystrophy, or holes in the heart (exempted at the Divisional level).

🔄 Phases of Work Adjustment

The adjustment will take place in the following phases for High Schools and Upper Primary Sections:

• Phase-I (Mandal Level): First preference within Management (Same subject → Inter-subject → Qualified SGTs). If surplus remains, inter-management adjustment applies.
• Phase-II (Division Level): Handled by the Deputy Educational Officer (Dy.EO) using the same preferences if surplus teachers remain after Mandal level.
• District Level: Managed by the DEO for remaining adjustments from neighboring divisions.

📊 Norms for Allotment in Upper Primary & High Schools

For Upper Primary Schools (6th, 7th, and 8th classes):

Note: Order of preference for School Assistants is Hindi/English/Maths/BS/SS/PS/Telugu. School Assistants are only allocated to UP sections after exhausting all needy vacancies in High Schools.
